Is this calculated as liters of pure alcohol? Like 17.1 L would actually be 42.75 Liters of 40% or 80 proof vodka, or is it some other measurement?

I recon so, as a brit I feel like those numbers are pretty low if its counting the entire beverage
I was about to question that.
Because if you're drinking tall boys, thats less than 1 beer per week
I mean, you do have to account for big parts of the population not drinking, like children and older folks...
Namibia also punches well above its weight in heavy metal bands, which is probably not a coincidence

A pint or large glass of wine a day is about 10L per year, so yeah, given someone who doesn't drink alcohol is cancelled out by someone who drinks two pints a day I'm very surprised these numbers aren't bigger

From my understanding and some data I've seen Wisconsin has many of the drunkest counties in the country (but to your point I guess not at the state level).
