I would’ve felt so much safer at my college of 40,000 kids if some teenager was carrying an assault rifle around to classes. It really would’ve made the experience so much more pleasant.

Concealed Carry law dates back to 1800s. It's based on the idea someone who openly carries a gun is protecting themselves but someone who is hiding a gun is trying to commit a crime.

Generally open carry does not require a permit. The article is more saying that people without a concealed carried permit are not allowed to open carry on a University because it is a special designated zone.

“Prior to the passage of HB 128 during the 2025 Utah Legislature, those who wanted to carry a firearm on campus were required to keep it concealed,” the statement said. “The new law makes it clear that Utahns 18 years or older with a concealed weapon permit may carry a firearm concealed or openly on campus.”

ah thanks that makes sense (in the loose sense of the word), only people with a conceiled carry permit can bring guns on campus period. And it used to be that they then had to conceil it but it was changed so that they can do both.
