I mean, this was an intentional literary choice I have to assume, it happens in the same book.

I have to assume the whole point was to really drive home how big of a deal it was that Gandalf was delayed.

He didn't say he was late though, he said he was delayed. As a wizard, he can be delayed, travel through time to depart sooner (taking in account the delay) and still arrive precisely on time (= when he meant to arrive)
