Did the camp have a, "no cell phones" policy? Because that would explain a lot.

...which is why solely relying on cell phones for emergency alerts isn't a great plan.

Im not sure, but its common for canyons like they were in to simply not have cell service, and Texas has a history of doing statewide alerts for local issues, so a lot of people simply disabled the alerts.

Local polticans also repurposed federal money for a local siren-based warning system because they didn't want Biden to be credited for funding it
