Nah, hes the number 1 homeless ticketer in the city. He clearly enjoys it.

He also knew it was the wrong thing to do so he narrated an excuse to his bodycam when he drove off.

Of course, everyone in the city government has either dodged whether that was appropriate, or applauded the guy for calling the ambulance her husband was already calling while also dodging if it was appropriate.

They also know it was not, but the cruelty is the point, and they all agree on that.

Does it matter? Cop presented with this situation should offer a ride to the hospital, and to get medical assistance. Not try to create a crime
