I found a guy parking like that at work with an overpriced truck like that, so i scoped him out and it ended up being the chief of my division, my bosses' boss. They are paying him too much.

I believe last time I saw this come up it was a parking lot used by mine workers. Like they park here before being shuttled out to the mine or something?
