I see Vance more as the guy that's chair of the HOA board, and drives around the neighborhood six times a day looking for any minor infraction to write up, but only for the residents he has beef with - looking the other way when one of his "friends" is in violation of the CC&Rs. So he's the guy that puts a lien on your house while you're in the hospital.

I think being in a relatively walkable neighborhood means all the usual shenanigans that power tripping HOAs pull aren't as easily deployed
