For sure. There are many exceptions but generally that's not how chili looks or is defined by a cartoon icon. That icon would fail in a graphics design class if that were a prompt in the class, for example.
I often cook rice, quinoa, meats in various liquids for the flavor. A relative used to cook rice in V-8 or Clamato juice, especially to make their version of jambalaya, which isn't my favorite version, but we eat what's served, barring allergies.
