The second is exactly right, though at the same time school books are a massive scam too. They'll change a picture or reorganize the wording and say the old one is outdated. I don't know anything about k-12 book sales but I am intimately aware of how the college book system works. So I can't imagine it's a whole lot different other than possibly cheaper to avoid scandal.
