I stopped using it some time ago but I remember it took a few clicks in the gui to get it to talk like this. There was even a specific setting to make it use more emojis. And it definitely brings up stuff from previous conversations, it did it all the time. I don't know a lot about LLMs and I have no clue what those gui settings do behind the scenes, but chatgpt can definitely talk like this without the user specifically prompting for it.
