Federation has always been a double edged sword. It makes total absolute censorship impossible, but also enables niche censorship like this.
Something special about this case is it's not an instance censoring but the frontend itself. No one likes when basic infrastructure starts blocking things from you without even telling you.
Like this is literally what instances are for. If he just made a Tesseract instance with his block list and set that as the default for his "normie" target audience, I doubt anyone would have batted an eye.
