OK Zohran Kwame Mamdani, I’ll put my lawyer hat on for a sec to give you the solution you want:

  • Make it illegal for war criminals or people with ICC warrant to enter NYC
  • Arrest Satanyahu when he arrives in NYC for breaking above law
  • Extradite him to Iran or Yemen because they’re the only one who can bring justice
  • If you’re a lib extradite him to ICC

Possibly fascists at the white house will say NYC doesn’t have the authority to extradite people, but then you just say fuck them because they already proved that rules are bullshit anyways.

If the white house fascists send ICE to protect the Satanyahu, then let them fight NYPD and film it with drones so we can all watch.

Most (all?) criminal laws are written at the state level, not the city level. For example, NYC probably doesn't get to define what constitutes an assault, burglary, or theft within the city limits. With out-of-state warrants, usually there's a state law that allows police to (for example) arrest someone in New York for a Virginia warrant, then look at extraditing them to Virginia. I doubt it's that clean for international warrants, as U.S. states probably don't presume any international warrant is legitimate the same way they presume warrants from other U.S. states are legitimate.

Maybe there are carve outs in some cities that allow police to arrest people for violations of certain city ordinances, but a lot of minor stuff people get arrested for -- disturbing the peace, driving without a license -- are state crimes. If there is some New York law allowing NYC to create local ordinances and allow arrests based on violations, I'd be surprised if it's just blanket power to effectively create any criminal law you want (such as making it illegal for someone with an ICC warrant to enter the city).

I don't think he can do that, as the UN has a deal with the US saying "you won't interfere with anyone coming to our meetings at UNHQ NY".

That being said, the ICC is a UN-level body and the UN may be obliged to follow their warrants, but AFAIK they didn't take steps to arrest or disown the genocidal maniac.

Also, the NYPD is a hive mind of conservatism, meaning they'd rather spill their own blood fighting for Trump and Bibi. Listening to socialists isn't something they're likely to do soon.

I think he'd have to collaborate with a foreign entity that can kidnap and smuggle him out of the country to a place with ICC-recognized jurisdiction. Federal law and immunity would probably trump Mamdani in any other situation.
