It is alliterative with or without the hyphen. It doesn't need to be consecutive words to be alliteration.

The statements are in contradiction. The hyphen is not making it alliterative in a binary situation of hyphen or no hyphen if it also alliterative with no hyphen.

It's like saying that flicking a light switch caused it to rain and if someone says it would rain just the same anyway, you say "yeah, that's what I said."
