86 is slang for "this thing on the menu has run out" or "this person is cut off".

47 represents Trump, for being the 47th president.

The 25th amendment is there for if the president is unable to perform their duties, like being hospitalized or, I don't know, too senile, the presidential power can be transferred to the vice president, so the vice president, while not being the president, can perform the duties of the president. Basically a failsafe in case the president is hospitalized or, you know, too senile and stupid to do his job instead of sleeping though meetings and rambling about pens and helping a genocide and attacking immigrants but only the brown immigrants. Hypothetically.

And 8+6+4+7 happens to equal 25.

The shirt is saying Trump needs to be retired.

Important to also mention that Trump's DOJ is currently pursuing a criminal indictment against former FBI director James Comey for retweeting a photograph of "8647" written in the sand. They're calling it "a threat on the president's life."

He is inasmuch as he's pledged loyalty to the man like everyone else around him. The loyalty thing really warps everything in Trump's orbit to quite an extreme extent. I've read a bit on how different Vance was before he started suckling on that rotten mushroom stump. He was always a Republican, but (at least in hindsight) his actions and stances pre-trump seemed like those of someone with something approaching empathy, tolerance, and the possibility of a conscience. Now he is an empty hollowed out husk like all the rest.

Adding the digits was obvious. I just didn't make the leap in the shirts format to think about 8 + 6 + 4 + 7.

(8+6) + (4+7) = 25th

Yeah, "8" is one more than seven, "6" is one less than seven. "4" is half of eight and "7" is one less than eight. For more information, re-read the comment you responded to, it's got the actual answer to your question.
