Found at the memorial to the paris commune. I tried writing it out but the symbols are too difficult to distinguish as I don't speak mandarin. Below the writing is a gold ring and a rock if that context helps anything

万岁 started to be used for the country during the ROC. It wasn't something invented by the CPC.
