Step 1: Bomb another nation

Step 2: Call it preemptive

Step 3: Any retaliatory actions that nation takes can now be used to justify the preemptory nature of the first strike

Step 4: Keep bombing that nation because they have now "started" a war by retaliating

well putting a military base that close to Japan would provoke them for sure, not that I would call it a trap
