Rhetorically, yes, but keep in mind every politician under capitalism needs funding, and regardless of what politicians may think they're extremely limited in what they can do.

We'll have to wait and see, but I see why some people are frustrated with him seeing as he started backtracking on anti-imperialist rhetoric during his campaign (ex: didn't push back when during an interview someone was smearing Cuba and Venezuela, and also moderated his speech on Palestine to the point he sounds like a liberal Zionist), then he let the Zionist police commissioner in power, etc.

Whether he's personally anti-elite or not is irrelevant because he's still forced to play ball with those very same people if he wants to get any concessions for the people in NYC, in the epicenter of financial capitalism. To me he seems like a regular socialdemocrat, very charismatic and charming, but a socialdemocrat.
