Duh. Of course unencrypted government secrets do not belong on 3rd party services. Guess what: Russia doesn't do that either.

Telegram must not be used by certain sectors because it can be attacked. That's different from the wrong claim that FSB controls Telegram. If that was the case all of Telegram would be forbidden for all of Ukraine and that's not the case.

The Chief of the Defence Intelligence of Ukraine Kyrylo Budanov provided substantiated evidence that russian special services have access to personal correspondence of Telegram users, even deleted messages, as well as their personal data.

Having hacked Telegram servers on occasion is not the same as being in charge of Telegram. These are just different things.
