Perhaps they're too lazy to work out terms.
No masks means no gas masks, no face shields.
How about they must be clearly identifiable, first name, last name. How about you maintain a publicly accessible registry, and they wear a non-removable number on front, back and both shoulders?
How about immolate every single one of them immediately? Don't abolish ICE though, let people keep signing up. But then you just immolate them when they show up for their first day at work.

How about we abolish ice, and homeland security. And all of the existing agents get a free visit to an unused mineshaft?
