Sorry I was thinking of something else when I went looking for sources.

Germany is one of the EU’s biggest economies, further EU countries will follow. The EU is the biggest set of Soccer fans and there is a big movement of canceling World Cup tickets, if you use youtube ad blockers (or not) you can see all kinds of videos of people bragging about canceling their tickets. FIFA is a corrupt organization if they are not getting the money they want they will bend over backwards to try and fix it.
