Even if there wasn’t a doctor on scene, is law enforcement not given basic emergency medical training for when they arrive on scene before EMTs?

Not one of those ICE officers even attempted to help.

Fuck ICE.

They are and providing first aid until a medical professional is able to call it is one of the factors that help establish murder rather than justified use of force.
