The cruelty is the point.

This is partly why I hate Obama so much. He had so many opportunities to reform this (Ferguson sticks out the most) and instead he doubled down on militarized police.

DHS, ICE, and CBP were established by acts of congress. Obama couldnt have just gotten rid of them or reformed them beyond executive orders which he did with things such as DACA for Dreamers.

Congress would have acted if he acted illegally like Trump does today as congress abdicates.

We were also actively in Iraq and his super majority would not have supported him if he wanted to abolish DHS or ICE

Perhaps not, but Obama and his supermajority in Congress still didn't do shit about fuck about anything, even within the horizon of political possibility of the time.

Nope, and in fact, he made it all worse by normalizing corrupt WoT practices. Hell, during his administration we learned that local PD's were running their own black sites.
