I just imagine it like an old western where they walk into the restaurant and everyone stops talking at the same time, slowly turns and stares, and the man on the piano closes up the piano and skeedaddles...

El Guapo had a moment of reflection about his misplaced anger, as explained to him by one of his henchmen. ICE are too stupid and emotionally sensitive to hang with El Guapo's crew.
