Desperation on both sides. Microsoft for their crap, and the IT dept buyers of the license who need to validate to higher up they didn't throw money in the toilet.

For Microsoft, it's probably worth the hemorrhaging costs to try and save the much larger investment they've already made in and stop the plummet of its use.
