I think a child porn distributor tried to hide his face using that swirl tool. And he found out that Photoshop will unswirl it quite happily.
Yeah, it was just reversed.
If anyone wants to seriously sensor an image, it has to be a destructive edit where pixels are removed, not transformed.
That's good until you realize that it's a very bad sign that Photoshop is now capable of happiness 😬🤔

If anyone is wondering how: it's roughly akin to rotating a photo and rotating it back (on a non 90° shift) - the input pixels get moved around with some interpolation.
Using the spray tool isn't much better. I've sent people PMs of their de-censored faces to show them how leaving 50% of pixels untouched is plenty of information.
