It's not an unfair description of the declining Republic (which almost seamlessly became the Empire), but I'm pretty sure Obi-Wan was opposed to it, just too much of a lib to do anything about it.

He never really actively made any choices intending to get there, though. He was raised into the Order from birth and just went with it to preserve the Republic, even though he clearly saw problems. As I said, a "lesser-evil" lib.

That's not a defense of him, though, lol. Actually, TBH, it's more of a criticism of Star Wars writing than anything else.
