We have fish and chip shops in the US.... No human American would ever say "a French fry restaurant".

It's the little bits of batter that float up to the surface when battered items get dumped into the friers.

Not all places in the UK do them which is strange because it's essentially a waste product.

Little crunchy bits of cooked batter, sometimes sprinkled on as an extra. Normally given away free.

It is (or at least used to be) the excess batter that dripped off the fish as it was cooking.

We have poutineries in Canada that basically are just french fry restaurants and nothing else. New York Fries comes to mind.
