Well, if this story is anything to go by, I'd expect the black market to be booming: Guardsman tried to send military radio to Russia in violation of export laws, DOJ says

thats just good plain old espionage and treason. I'm talking about that good old-fashioned domestic black market smuggling and selling you can only get when some boot assigned to dispose of equipment or is in charge of logistics just so happens to make something that wouldn't be missing coincidentally and completely un-causally connected disappear and some death cult gunfucker just so happens to show his buddies this new toy he got from a friend of a friend.
