I don't think he feels like he would be allowed to? Unless the person was not integral to the fight, and only was like for funsies, at which point it would be a waste of effort.

I thought only Eru Ilúvatar would be able to bring the dead back to life. It's not something even the Valar ever did, if I remember the lore correctly.

Good points - he could maybe bring back an elf though, if he wanted? It's interesting to ponder at any rate.:-)
