First thing you see with the Legion in New Vegas is a town where all but one person were arbitrarily murdered. Chuds see this as aspirational.

this is totally a relic of neoliberal end-of-history bullshit and i can't believe i didn't clock it before

it's false, it's always been false, we've known it's been false, that "liberal" democracy promotes crime. it's it fact orders of magnitude more exacting on criminality than previous systems. but the enduring neofascist/neolib (depending on when/where) narrative of 'liberalism' begetting greater crime is tacitly accepted by FNV writers.

arguably, the NCR/Legion dynamic could be explained by overestension on the part of the NCR, but the way Cas talks about it seems like it's not localized to the Mojave. So I think the writers actually bought into big government = ineffiency = unopposed criminals paradigm, when realistically any "totalitarian" accord the Legion enforced (with their level of technology) surely involved great accomidation and incorporation of 'criminal' elements--highwaymen became toll road men
