I would say that this would backfire on Republicans if a Democrat got back into office but honestly the unintended consequences would be very limited.

Only because the Republican base don't make enough money to travel internationally in the first place.

Even the ones that do, and I still know a few, don't travel outside of the US because "'Merica's the place I need to visit".
