I was entirely expecting this to happen so they could wage another forever war. I'm thankful they haven't done it yet, but given they have a habit of lying and starting invasions, I'm a bit surprised it hasn't happened.

I hope I'm not getting to conspiracy-brained here.

False flags are a resource sink (money, time, organization) with very uncertain end results. Will the public buy it? And for how long? If you get found out, how bad is the blowback gonna be? It's far easier to wait for a genuine attack to come to you and surprise shock oh no, you've just so happened to be caught unawares!

That's as conspiracy brained as I let myself get about 9/11 . One of those, Never Let a Tragedy Go to Waste moments. Maaaaaaybe some agents or agencies or elected officials heard rumblings about what was gonna happen and just looked the other way, but either way it was a genuine terrorist operation.
