So what's the punishment considering it's wartime?

The law enforcement notified the organizers and participants of the fraud of suspicion under parts 4 and 5 of Article 191 of the CCU (misappropriation, embezzlement or acquisition of property through abuse of office, under martial law or a state of emergency, on a particularly large scale or by an organized group).

At least it appears It is very much taken into consideration. So they probably won't get off easy.
Congratulation to the Security Service and investigators of the National Police for uncovering the corruption.
