It's their own people. Either they hate elderly Russians or they are incompetent.
That's the propaganda line they say for the world and the rubes at home. Practically they know Ukrainians are Ukrainians, and they know they will need to brutalize and murder that mindset out of them if they want long-term control of the region.
I may be misinterpreting you, but what I'm saying is that the nursing home is in Russia. Ukraine is occupying the area, but they haven't settled Ukrainian civilians there. They are holding Russian territory, and not all Russians have been able to leave.
Ah, I glossed over that this was in Kursk, my bad. Got a bit used to the multiple times a week strikes against Ukrainian daycares, playgrounds, shopping malls, et al
