I just thought it made the Soviets look cooler
I don't see how. It makes them look disorganized, unprepared, and callous. They were desperate, yes, and some units and civilians were indeed unprepared and took extreme measures to ensure combat compliance, but they were not mindlessly throwing people at the enemy as a tactic.
Tbf I think if I had watched that movie at school age my brain would have also been like" wow cool, just like the Warhammer commisars!"
