I think people know it's addictive and generally bad, they just also know that prohibition usually doesn't work.
I think it will. It will drive menthols underground and they'll become more dangerous just like alcohol during Prohibition.

Not that surprising. The US has free speech rights in its Constitution, and its legal system takes that more seriously than any other country. Unfortunately it doesn't take all the Constitution so seriously, cough, Commerce Clause, cough.

It's worth noting that those were all massive handouts to private corporations. Some of the beneficiaries of those handouts are still on top of their industries today.
In fairness, if you ask people of basically any industry whether their industry needs more money, they will always say yes. Teachers will always say we're not spending enough on education, police will always say we're not spending enough on police, business owners will always say we're not spending enough on them, etc.
Israel does appear to value its civilians a lot more than Hamas. There have been prisoner swaps where Hamas will hold out swapping one Israeli until Israel agrees to literally hundreds of Palestinians.
US sends money to Palestine, too. So does much of Europe.
One of my favorite facts (factoids?) is that if everyone in the world stood shoulder to shoulder we'd all fit inside the single city of Paris.
