this is the weakest and most bland law against child abuse possible. they're not making it illegal for someone to abuse their own children for being trans, they're not making it illegal to out children for the sake of getting them abused, the state is just not actively forcing teachers to be complicit in child abuse. the fact that it's possible to frame it as controversial shows how deeply everyone despises transgender people as well as abused children.
