DUBAI, Sept 26 (Reuters) - Sudan's army launched artillery and air strikes in Sudan's capital on Thursday in its biggest operation to regain ground there since early in its 17-month war with the Rapid Support Forces (RSF), witnesses and military sources said.

The push by the army, which lost control of most of the capital at the start of the conflict, came ahead of an address by its commander, General Abdel Fattah al-Burhan, at the United Nations General Assembly in New York later in the day.

Witnesses reported heavy bombardments and clashes as army troops tried to cross bridges across the Nile connecting the three adjoining cities that make up the greater capital, Khartoum, Omdurman and Bahri.

"The army is carrying out heavy artillery strikes and air strikes on Halfaya and Shambat," Ahmed Abdalla, a 48-year-old resident told Reuters by phone, referring to areas of Bahri close to the river. "The sounds of explosions are very loud." Video footage showed black smoke rising above the capital and the booms of the battle could be heard in the background.

BAMAKO/NIAMEY, Sept 26 (Reuters) - Prosecutors in junta-led Mali, Burkina Faso and Niger have launched investigations against French journalist and researcher Wassim Nasr, accusing him of being an "apologist for terrorism" over his analysis of jihadist attacks.

Nasr, who works for the broadcaster France 24, is also a security expert who regularly comments on an Islamist insurgency that took root in Mali in 2012 and has since spread across West Africa's Sahel region.

He carried out a detailed analysis of a rare jihadist attack on several strategic sites in Mali's capital Bamako on Sept. 17, and was cited in several media outlets in the aftermath.

UNITED NATIONS, Sept 25 (Reuters) - Brazilian President Luiz Inacio Lula da Silva said on Wednesday he is ready to sign a trade agreement between the European Union and South America's Mercosur bloc, but that it is now up to the EU to conclude negotiations.

Speaking on the sidelines of the U.N. General Assembly, Lula said his country was surprising investors and credit rating agencies with stronger than expected growth, and offering new stability now that tax reform has advanced in Congress.

"If the EU is ready we can sign the trade agreement during the G20 meeting in Brazil," he told reporters, referring to the Group of 20 rich nations summit in Rio de Janeiro in November.

"I have never been so optimistic about the EU-Mercosur accord," the Brazilian leader added.

A European diplomatic source said there had been progress towards resolving differences at a face-to-face meeting of negotiators in Brasilia on Sept 5-6.

NICOSIA, Sept 25 (Reuters) - Cyprus' president said on Wednesday he was ready to immediately resume reunification talks over the ethnically divided island, urging regional rival Turkey to also engage in the effort.

"We cannot change geography. It is an opportunity, not a curse. Turkey and Cyprus will always remain neighbours," Nikos Christodoulides said in a speech to the United Nations General Assembly in New York.

"I adamantly believe we can carve a new path, one of peace, cooperation and collaboration," he said.

Cyprus was split decades ago in a Turkish invasion after a brief Greek-inspired coup, and preceded by years of sporadic violence between Greek and Turkish Cypriots.

Reunification talks collapsed in mid-2017 and have been at a stalemate since.

A Turkish Cypriot breakaway state in northern Cyprus, backed only by Turkey, wants a two-state deal where its sovereignty is recognised. Greek Cypriots say the only framework available is that defined by U.N. resolutions calling for reunification under a bizonal, bicommunal federation.

"I am committed and I am ready to sit at the negotiating table today. Not tomorrow. Today," Christodoulides said.

On Tuesday, Turkish President Tayyip Erdogan told the U.N. General Assembly that the federation model "has now completely lost its validity", saying there were "two separate states and two separate peoples" on the island.

"The sovereign equality and equal international status of the Turkish Cypriots, which are their inherent rights, should be reaffirmed, and the isolation should now come to an end," he said.

He later told U.N. Secretary General Antonio Guterres that a meeting between the sides under the auspices of the U.N. to discuss models other than a federation could help, his office said

Tavares calls tariffs a "trap," arguing they will hurt legacy automakers by shielding them from the reality that Chinese rivals make electric vehicles for about a third less.

The best way to compete is instead to "try to be Chinese ourselves," Tavares said at a Reuters Events conference in Munich in May.

That belief led Stellantis to purchase a 21% stake in China EV maker Leapmotor last October, creating a joint venture giving Stellantis access to Leapmotor technology and exclusive rights to produce its EVs outside of China.

WASHINGTON, Sept 25 (Reuters) - The United States plans to announce more than $8 billion worth of military assistance for Ukraine on Thursday during Ukrainian President Volodymyr Zelenskiy's visit to Washington, two U.S. officials said on Wednesday.

President Joe Biden's administration has been engaged in urgent discussions with Congress to allow it to use up $5.6 billion in military aid for Ukraine before Sept. 30 - the end of the federal fiscal year - when the authority was set to expire.

On Thursday, U.S. officials said, the White House intends to notify Congress it will move forward with the announcement of a $5.6 billion drawdown from U.S. weapons stocks. The contents of that package are still in flux, the officials said.

Reuters reported this month that the Biden administration was considering a backup plan under which it would announce plans for shipments for Ukraine, but with an extended delivery timeline for the weapons and equipment, allowing for a more gradual transfer of resources to Ukraine without missing the Sept. 30 deadline.

A second announcement slated for Thursday will be for $2.4 billion worth of aid under the Ukraine Security Assistance Initiative program, which allows the administration to buy weapons for Ukraine from companies rather than pull them from U.S. stocks.

That aid will include munitions, weapons to combat drones and material to support munitions production in Ukraine, one of the U.S. officials said.

In addition, the U.S. announced on Wednesday $375 million worth of Presidential Drawdown Authority for Ukraine. The package will include the first shipment of a precision-guided glide bomb with a range of up to 81 miles (130 km) called the Joint Standoff Weapon, two U.S. officials said. The inclusion of that weapon was not disclosed in the announcement.

UNITED NATIONS, Sept 24 (Reuters) - Iran has brokered ongoing secret talks between Russia and Yemen's Houthi rebels to transfer anti-ship missiles to the militant group, three Western and regional sources said, a development that highlights Tehran's deepening ties to Moscow.

Seven sources said that Russia has yet to decide to transfer the Yakhont missiles – also known as P-800 Oniks - which experts said would allow the militant group to more accurately strike commercial vessels in the Red Sea and increase the threat to the U.S. and European warships defending them.

The Wall Street Journal reported in July that Russia was considering sending the missiles. Iran's role as an intermediary has not been previously reported.

The Houthis have launched repeated drone and missile strikes on ships in the crucial Red Sea shipping channels since November to show support for Palestinians in the Gaza war with Israel.

They have sunk at least two vessels and seized another, disrupting global maritime trade by forcing shipping firms to divert cargos and, according to industry sources, driven up insurance costs for ships plying the Red Sea. In response, the United States and Britain have struck Houthi positions but have failed to stop the group's attacks.

Two regional officials aware of the talks said that the Houthis and Russians met in Tehran at least twice this year and that the talks to provide dozens of the missiles, which have a range of about 300 km (186 miles), were ongoing with further Tehran meetings expected in coming weeks.

Russia has previously supplied the Yakhont missile to Iran-backed Hezbollah.

One of the sources said the talks started under Iranian President Ebrahim Raisi, who died in a helicopter crash in May.

"Russia is negotiating with the Houthis for the transfer of Yakhont supersonic anti-ship missiles," said a Western intelligence source. "The Iranians are brokering the talks but do not want to have their signature over it."

Neither Iran's U.N. mission nor the Russian Defense Ministry responded to requests for comment.

"We have no knowledge of what you have mentioned," said Mohamed Abdel-Salam, the official spokesman for Yemen's Houthis.

The Biden administration on Thursday announced $375 million more in security assistance for Ukraine, which for the first time will include American Joint Standoff Weapon (JSOW) glide bombs, a U.S. defense official told ABC News.

The bombs, which can be deployed by Ukraine's new F-16 fighters, have retractable wings that help them reach targets up to 70 miles away. There are several versions of JSOW, but the ones being sent to Ukraine are equipped with cluster munitions, according to the official.

The U.S. will also soon announce more than $2 billion in aid for Ukraine under the Ukraine Security Assistance Initiative (USAI), the official told ABC News on Wednesday. Unlike the $350 million package, which will draw equipment from existing American stockpiles for Ukraine, USAI funds are used for contracts to procure assistance, which can take months or years to materialize. The coming USAI funds will largely go toward restocking Ukraine with munitions, according to the official.

The commitment to send JSOW glide bombs comes as Ukrainian President Volodymyr Zelenskyy is in the United States to make the case for global support, speaking before the United Nations General Assembly on Wednesday in New York, with plans to present what he has called his "victory plan" to President Joe Biden at the White House on Thursday.

Russia destroyed all thermal power plants and almost all hydroelectric capacity in Ukraine, President Volodymyr Zelensky said on Sept. 25 during his speech at the U.N. General Assembly in New York.

Russia launched nine coordinated attacks against Ukraine's electricity infrastructure between March and August, striking facilities in 20 oblasts.

According to an International Energy Agency (IEA) report, Ukraine's electricity shortage could reach 6 gigawatts this winter as a result of the attacks, which is about one-third of the expected peak demand. This summer, the power shortage was 2.5 GW when Kyiv was already experiencing long blackouts.

"This is how Putin is preparing for winter — hoping to torment millions, millions of Ukrainians… Ordinary families — women, children… Ordinary towns, ordinary villages," Zelensky said.

"Putin wants to leave them in the dark and cold this winter, forcing Ukraine to suffer and surrender. Just imagine, please, your country with 80 percent of its energy system gone — with such a destroyed part of the system. What kind of life would that be?" the president added.

From October 2022 to September 2024, Ukraine's energy infrastructure facilities suffered 1024 Russian attacks, according to the Energy Ministry.

Zelensky told the U.N. Security Council on Sept. 24 that Russia was preparing to target three Ukrainian nuclear power plants.

The preliminary investigation by Russia’s Investigative Committee accused four Russian servicemen of the kidnap and murder of the American Russell Bentley, a Russian “war correspondent.”

The Russian state news agency TASS reported on Friday that the Main Military Investigative Department of Moscow’s Investigative Committee confirmed that four Russian servicemen have been charged in connection with the kidnap, torture and murder of the American Russell Bentley in April, while he worked for the Spunik propaganda outlet in the Donbas region.

The investigation found that on April 8, Bentley, who was known as the “Donbas Cowboy,” was abducted while filming the aftermath of a Ukrainian artillery strike in Donetsk's Petrovsky District.

It is alleged that three Russian servicemen Vitaly Vansyatsky, Vladislav Agaltsov and Andrey Iordanov, a tank crew from Moscow’s 5th Zakharchenko Brigade violently kidnapped Bentley, took him to an unidentified location where they interrogated and tortured him which, in the words of the committees indictment involved “actions that clearly went beyond their authority and which through negligence resulted in the death of the victim.”

The charges also say that, in trying to cover up the incident they put the American’s body into a VAZ-2115 / Lada Samara car which they then blew up using TNT blocks. The next day Vansyatsky ordered another serviceman in his unit, Vladimir Bazhin, to remove and hide Bentley’s remains, which have not been recovered but his car was later found, inside which was a baseball cap, glasses and a broken phone.

Unfortunately not too surprising, anyone with eyes in the situation could have told you this was the case. Could even be said Neither country wants Reconciliation.

The Kims wants to maintain their feudal kingdom and South Korea doesn’t want to pay to bring millions of North Koreans forward into the modern day. I think it was Escape From Camp 14 or the Aquariums of Pyongyang where the defector author couldn't belive the average south response to the north was pretending the country didn't exist.

The west Bank settlers make everything worse for everyone, but are unfortunately a faction in Netanyahu's right wing alliance. The national security minister Itamar Ben-Gvir himself lives in one such illegal settlment. I hope when (if) Netanyahu gets yanked out Israel can do something about the settlments as well.
