This show is once again way fucking better than it has any right being. While I don't think it's my anime of the season, I'd have it in my top 3, easily. I need more Higa and Kaanaa damn it.

Sounds like the guild wanted to promote his party all along, but they needed an excuse to do so. Maybe for paperwork reasons?
Honestly, I'd say both. The writing's not going to make the show an all-time great, but it's decent enough as a seasonal, and given that - in my opinion - this is kind of a down season, I'd call it one of the better shows for winter.
