To expand on that: dry should only be considered for business logic anyway. Wet for everything else sounds great!

I’ve recently started running a campaign which mostly takes place in a city and I was wondering if there are good recourses for cool NPC stat blocks for creative battles. They don’t necessarily have to have a lot of flavour themselves, but more a collection of NPCs with cool abilities.

Most resources are focused on monsters, which is great but not exactly what I’m looking for
