So it sounds like Google went for more privacy than expected, making the trackers less useful, but making it less likely to reveal other people's location.

The article says all phones Android 9 and up are in on the network.

But I was under the impression that enrollment in the network was still rolling out? Anyone have details on the current state?

To me, this just sounds like the network isn't rolled out fully yet (or that NYC residents don't use Android, which seems suspect) rather than a failing of the device itself.

I thought the Apple network and the new Android network work together? Meaning it just work just as well as an apple tag

I can't find anything about this actually being open-source, so I'm inclined to stick to Boost for Lemmy by Mayayo...
