There should be formal training for people who want to own a dog larger than a certain size. The number of negligent owners is astounding.

The people who own large aggressive breeds rarely cross over with people who know or even care about training.

Hence making it mandatory, and make breeders only be allowed to sell to certified owners.

Or worse they purchase them for protection and train them to be aggressive then neglect them.

Training a large dog to be obedient and highly controlled in a good way is A LOT of work and expensive if you go through classes to do it. However you normally end up with a highly reliable and predictable dog.

Can confirm. My dad had two dogs of the biggest and meanest breeds possible. Yes, he was the type to own big trucks n shit to be manly. And yes, one of the dogs bit two people in his lifespan.

The reason I don't own one is because I am a responsible dog owner and know I don't have the capacity and time to train one properly. Chihuaha it is!

As an owner of large dogs: agree.

You need a license for all sorts of things. Why not a dog?

They didn't specify a breed but they mentioned "very-large breed". I'm assuming that to mean a mastiff of some sort?

Not confirmed, but the Edmonton Journal's article mentions possibly Cane Corso: https://edmontonjournal.com/news/local-news/residence-where-b-c-boy-was-killed-by-dogs-had-two-attack-complaints-in-past-three-months

Animal control said Wednesday the two dogs had been seized and are currently at animal control but would not confirm information from sources that suggests the dogs were intact males of the cane corso breed.

Damn that's crazy, those are some powerful dogs.

There are 17 breeds considered "giant" by the AKC, so they could be a lot of different things.
