You need to be smart about this, but there's plenty you could do with a simple complaint that your professor wastes class time to talk about irrelevant things.
If you are in the US or UK, you should remember to include that class time is paid at a premium rate by you or your parents.
Also tell them you do not feel that the material being delivered adequately prepares you for exams. Or the time spent on these comments could have been utilized for revision or new knowledge instead.
And that these kinds of rants create a hostile learning environment. Especially to people from countries targeted by your prof's rants (i.e. Chinese students). Also mention that your prof's empassioned attitude during these speeches makes you feel unsure about discussing the issue with him directly, since he might perceive you as an ideological enemy and make achieving your academic goals difficult for you (and then stress that you make your complaint anonymously for this reason).
Use a couple examples to demonstrate how his rant was irrelevant to the curicullum supposingly being delivered, and emphasize the time spent on these things.

Send an anonymous note about his rampant sinophobia to the administration. Probably wouldn't fly in the uni near me because we have a high population of Chinese students. Not sure what the demographic is in your area, though.
In my area it's mostly whites, arabs and Latin Americans. I have 0 confidence an anonymous complaint could do anything substantial. Maybe I can get him to stfu about politics during class. I'll see what I can do when I can shake off my anger and stop overthinking about this morning.
A letter isn't a terrible idea but it's probably libs youre writing to so less sinophobia and more detailing your professor's "unprofessional behavior" leading to decreased class time to value ratio and creating a hostile environment bc hitler or some shit.

Has your cryptography professor something to say to the crypto wars? It was not a long time ago. How democratic is it to weaken encryption algorithms or only allow to export weak ones? Why are there worries about the nistp256/nistp512p curves? If Europe is not happy with end-to-end encryption, then it is only cause of democratic reasons, or?
Shit like this makes me glad my CS professors didn't/don't bring up politics. The closest to a political thing I heard recently was a professor saying that the location of the conference he was going to present his research at had to move because it was originally scheduled to be in Hong Kong during the riots. Basically, "we were gonna do it in Hong Kong but then the riots happened, so we had to do it somewhere else".
