I'm not sure if we can simply take this his face value though there's a lot of stupid Batman lore and I'm not sure what's debatable versus what is just that's how it's fated to be.
I'm pretty sure that Gotham is like literally cursed and stuff.

As a piece of fiction, sure he can talk about it, but that take isn't exactly new. There's plenty of real life billionaires that aren't doing shit for society other than robbing it blind that are far more relevant to that sort of discussion.
