Behaviours like this have a cause. The solution isn't to fine people, unless you want to escalate.
Montreal city council is expected to vote this week on a proposed bylaw that would allow members of the public to be fined for insulting police officers and other municipal workers.

Yeah, I can see how this could go wrong quickly.
Couldn’t you just aggressively compliment someone? Do they have sarcasm in Canada? Then they can start evaluating intent, maybe sone kind of thought police? Grammaton Clerics?
It gets trickier than that… an insult in French might be an innocent remark in English and vice versa.
This will be abuse by the SPVM. It comes from a good place and they will make a parody of it
Nothing Soraya and friends' do, comes from a good place.
When laws are passed to keep public authorites' feelings from getting hurt, it doesn't come from a good place. This is the mildest form of holding the authorities accountable.
