They often don't have to. There was a quote that I'm currently unable to find that is paraphrased 'If I want to pull someone over, I just follow them for 5 minutes, they're guaranteed to break a law at some point' Stuff like failing to properly signal, speeding, going too slow, rolling stop at an intersection, etc. Hell, if they follow you in the passing lane for a couple of minutes they can get you for not yielding the lane.
A cop once tailgated me with highbeams on for a solid 5 minutes and pulled me over when I sped up to fucking SEE
Warren Buffet of all people said something similar, if the cop follows you for a couple of hours they will find a violation, I am paraphrasing. He actually has said a lot of things that are good.

That is often quite true. Never tell the police of cash you have, never keep it where they can find it.
People have been robbed by the police while holding and presenting a bank receipt for pulling that money out for a legitimate purpose.
On the other hand, the swells can shut your entire bank account down under some pretense and there is nothing you can do about it.
I lean towards cash being the better bet at this point, but you need a mix.
