That whole "life, liberty, and pursuit of happiness" thing should apply here, I think, but even the founders didn't really believe in that bullshit, given the fact that Washington immediately turned the US military on a bunch of farmers when they objected to regressive taxes by the supposedly anti-tax founders after the war.
