Most of them are not in Russia, It would be much easier to find and block them if they were all coming from the same country. Instead, they're scattered all over the place to blend in.

Yes, but for the wealthy in Russia who get these luxuries, they will be pissed off. Change in Russia has always come from within.
The real wealthy will go to Monaco or London, the wealthy will go to Egypt or Thailand. The mass will keep on struggling.

If you read the article you'll find out that the fibre piggybacks on the structures built for power transmission. And the power transmission has already been halted and is scheduled for dismantling.
