The missing piece between these two is "it's just not safe for Jews in Europe or America or anywhere else". That's why any and all mass attacks on Jews feed in to the strategy-of-tension behind this thought process.
It doesn't matter what the actual risks/rates are, because it's also largely a case of the grass being greener on the other side, and the more familiar risks being more real. Most Zionist Jews in America have no idea what it's like to have to take cover in a bomb shelter, so they overestimate how comfortable they would be doing that, and by the time they become settlers, there is a sort of escalation of commitment in being Israeli.
