Honestly, throwing money in the pond would probably work. Specifically pennies. Dissolve enough copper and you'll have a vivid blue reflecting pool that also happens to be toxic to algae (and most other life forms).
Pennies are now made of zinc.

Is that northbound 101 out of San Luis Obispo?
Its highway 24 eastbound looking at the overpass of El Curtola Blvd. You can see Mt Diablo in the background.
